Yes, she got beat down by Neji, in the most one-dimensional fight in the entire series, where both people had the same exact moves, Neji's were just better. However, based on all the other chuunin prelim battles, at that time Hinata was far from the weakest character. She takes Ino or Sakura hands down, probably could have beaten Chouji, and I'd have given her an even chance versus Shikamaru, Kin Tsuchi, or Tsurugi Misumi. She probably would have had a chance against, loosing closely to, Kiba, or Tenten. All in all not bad, and of all the girls present at that point only Temari was clearly better than Hinata (important note, prior to Tsunade's pseudo-victory over Orochimaru, no female character had defeated a male character in Naruto).
